Removing Metallic From Paint?

Ok, so my parents got this metal decorative wall hanger. Its painted black, it have three disks in the center of it and is painted like a chinese gong (black and a mustard color) . Well there is some silver metallic patches on top of the surface of the paint that shouldnt be there. Any suggestions about how to remove the metallic substance without damaging the product?

Have you tried to just fingernail them off? Any type of remover will just remove the paint, but could try rubbing alcohol. How much is on there? Sounds like you might just need to prime and paint again.
